It sounds like your wife is just carrying too big a purse. Her best bet is to find a laptop bag that has a second compartment, to which she can slip a smaller purse into. One option is to actually pack her purse into her main carry-on bag (she can fill it with stuff so it's not just packed empty--so stuff like underwear, socks, etc. Then she can move some of her vital items into a small organizer, Ziploc baggie, or little sack/pouch, which she can slip into her laptop case. She can put stuff like her wallet and boarding pass in that small organizer, and she will be all set.
The other option is to find a laptop SLEEVE instead of lugging around a separate laptop bag. Timbuk2 offers a few options. She can slip that into the front of her main carry-on. When she's ready to go through security, she can remove the laptop sleeve out and be ready to place the laptop in the bin. That way she will only have to carry the carry-on and her main purse.
If possible, she might want to consider getting a laptop sleeve that has little handles, *IF* she has to take her laptop to meetings. Otherwise if she just needs to set it up in her hotel room, the regular sleeve should work just fine.
