I have spoken with Lightspeed support directly on your behalf, and this is the response we received from them:
"Xmarks.com is currently categorised as "computers", your clients who use Total Traffic Control are blocking this domain locally and will need to allow this category themselves.
To do so they would have to either create a separate category and move your domain there or move your domain to the local allow category.
If your clients are unable to do this please ask them to create a support ticket where one of our technicians’ can guide them over how to allow this domain."

I used the Lightspeed query tool to look up www.xmarks.com:

and it seems we are categorized properly as Computers & Internet". Is it possible your administrators need to update to the latest lightspeed database? Lightspeed appears to have updated Xmarks categorization in mid April.

For French users of the SLIS proxy, the SLIS administrators have confirmed that xmarks.com is filtered in the 3.x version; presently the best fixes for this are to whitelist the xmarks.com domain or update to the 4.x version of SLIS to get the appropriate filters in place.
While waiting for your network administrators to update SLIS, downgrading to Foxmarks 2.7.2 is currently your best option, though we're continually working on finding a better alternative. You can find 2.7.2 here: https://addons.mozilla.org/en-US/fire...

Sorry for the frustration! We're very much aware of this problem and are working diligently to get things fixed up for folks. We have contacted iCritical, and they are working to resolve this issue with their 3rd party URL database. They say it's easy for your company to recategorize sites in order to make exceptions within the system, but we are hoping for a quick resolution with their data source issue. We hope to have an update on this very soon.
bdb4269's reply to "^N or "new window" fails in firefox 3.0.3 and Vista" was just promoted to the most useful! Trey and 4 other people think it's one of the best replies.
I think I have it figured out.
Short story: Disable the skype addon -- it seems to cause a conflict with multiple other addons (xmarks, tabmix plus, stumble upon) which causes the New Window to not work.
Long version.
So I decided to disable all addons except xmarks, and restart (this is still int he new profile) -- when I did, the initial after install window came up (never even realized it didn't come up after I instaled xmarks) --- So I logged into my account etc, and it did the initial sync, blah blah --- and New Window worked -- So I enabled addons 1 by 1 and skype is the one that makes it not work. (Though skype does not do it alone -- it seems to be the main factor that when combined with xmarks, (or tabmixplus, or stumbleupon) causes the New Window problem.
I went back to my default profile, and enabled Tabmixplus, stumble upon, and xmarks, and disabled skype, and New Window works fine!!
I will write skype about this -- and everyone else should too.
But if you guys at xmarks can figure out a way around it -- that would be awesome!!!

We did have some problems a few weeks ago with a few of the free squid blacklist data sources that are located here:
http://www.squidguard.org/blacklists....
That said, we were successful in removing xmarks.com from all of these lists. My hope is that if you report this issue to your proxy admin team, they can refresh the data source and remove the current proxy issue. If you discover a data source that still reports a problem, we are happy to help!

I have also tested while running the McAfee "SiteAdvisor" Firefox plugin with success. Can you give more insight into which specific McAfee product blocks Xmarks?

I have recently checked the Web Marshall categorization and they have www.xmarks.com classified properly:
* Search Engines / Web Catalogues / Portals
* Software / Hardware
Please ask your local administrator to refresh your Web Marshall database.
