You can easily see this information in your twitter.com following pages. If it says you can send a message to someone you fllow, they are following you.
But I'm confused. Why don't you decide who to follow based on what they SAY rather than whether they follow you too? Twitter isn't a popularity contest.

"Preferences" for how to choose followersI'd like to be able to say: these are the types of people (tweets) I'd like to follow. For example, I like following people who have a high tweet to replies ratio (more tweets than @replies) and people who tweet at least 100 characters most of the time (not short things). FInding people like that takes a lot of trial and error but a computer could do it more easily than I can.

As it stands currently, you cannot delete replies to you. However, I consider this a bug in the UI, personally. I _should_ be able to delete (or at least "make go away") tweets in my @Replies list. That doesn't mean I'm deleting the original in the other person's "updates" list. Mine should be a copy.
In the past two weeks, I have received three missent replies. They aren't really to me but the @name was misspelled and they're in my @replies page. I don;t want them there. I want them gone.
I've sent a request to Twitter support asking for this feature to be added. Give us control over our @Replies page.-

So, basically, you want a simple way to create a "follow" link. That sounds like a good request for Twitter's web-based API.

Tipping with TwitterI'm afraid the "automaticaly tweet my tips" doesn't sound anything like what the FAQ describes as "Leaving someone money using Twitter... this is an opt-ion feature" There's a big difference in my mind between "track me in Twitter and watch for a tip" and "automatically tweet all tips I make."
So, I did a p $2 @wellwishers in Twitter but the checkbox wasn't checked because, why should it be, I was already IN Twitter. Did you see it? Will you see it? When will I know if this worked???

Thanks mdy; I saw the blog post. I saw the announcement. The point of this Get Satisfaction isn't "Gee, what happened?". The point is "I know what happened and I do not approve." I understand privacy issues but they need to go both ways.
As Decklin says: If there's no UI for granting someone access other than approving a follow request, I think this is a bug. (Why would someone request to follow you if they don't know that you're not boring/spam/whatever?)

Nope. I don't know this person. They don't know me (no "real life friends")
No email to search. Many don't include a real name. Many don't show a blog link.
I don't answer phone calls from Caller-ID blocked people. I wouldn't talk to a masked person at a party (if it wasn't a costume party). I don't want someone standing in the shadows looking into my window.
If you won't tell me who you are... why should I let you "follow" me? If you want to follow me, I'd like to know a bit about who you are.
I'd be happy to have a grace period - the reciprocal follow could expire in 10 days. But if you can follow me, I want to know a little bit about you.
