Sorry for the confusion. Twitter gets treated like "Everyone else", so if you are in Private mode and have posts set to City, then your posts will show up on Twitter, but it will only show your city for the location. If you don't want anything going to Twitter when you are in private mode, you will have to set both checkins and posts to Hidden. We do this because some people want to share to Twitter, but they don't want their location to be fully Public.
This weekend we released global customization options for Twitter (Account Settings -> Sharing), so you can set what information gets passed to Twitter, regardless of your privacy settings.

My username is wpalmeri, same on twitter. My last two posts, one with a pic, made it to twitter when I was in private mode. My "Everyone else" settings are Hidden for Check-ins, and City for Posts. However, I was under the impression you had to be in public mode for posts to make it to Twitter:

Twitter updates not respecting privacyMy posts started getting cross-posted to Twitter this weekend even though they are marked as private. I don't know if this is a bug or changed behavior, but I much prefer being able to control which posts go to twitter. Thanks! -Will
