I can confirm that you do in fact need a checking or savings account with BofA in order for them to activate OFX or QFX downloads. I went round and round with them on this for many days.
You have the option of opening a free checking account with them. The problem is, unless you have a "premium" BofA account, you will incur a $9.95 monthly charge for the direct-connect feature. In my case, my credit card account was deemed a premium, so I won't be charged that fee... or so they say.
In a message above, I mentioned that Quicken disregarded the error message and downloaded the transactions anyway. This is not exactly what happened. When it couldn't do a direct connect, it reverted to Webconnect and simply downloaded last month's statement. No recent transactions.
So, to answer your question in brief: No, I don't think there's a way of enabling direct downloads if all you have is a BofA credit card.

I'd like to add some more info about this issue:
-It occurs both on my Fidelity NetBenefits account and a Fidelity Investments IRA account.
-Transactions are downloaded repeatedly without regard to how many times they've been downloaded before or how they were entered initially.
-7 days after first downloading a transaction the problem stops. For example, I have a series of transactions with a date of 9/2. They were redownloaded every day since then, so I simply deleted the duplicates. Today those two transactions no longer appeared on the download list. I've observed this behavior with several other transactions across both accounts.-

I'd like to add a bit more info about this issue. First, my specs:
-Moneydance 2008r2 (617)
-OSX Leopard 10.5.4
-Java 1.5.0_13
There appear to be two distinct problems at work here. The first is the flicker. If I click anywhere inside that box, the error message appears:
"There was an error communicating with your financial institution. The details of this error are below.
The error code reported by the server was: 2000
The product which you are using is not enabled. Please call customer service at 1.800.933.6262 for assistance."
So even without the flicker there appears to be a problem communicating with BofA. I called them at that number and they said there was nothing they could do on their end because they don't support Moneydance. They said my only option was to download from the website and that I could only do that for complete statements, not individual transactions.
So then I tried running Quicken 2008 on the Windows side of my Mac and set up this account. Interestingly enough, I got the same error message as above, but this time, when I hit "OK", Quicken seemed to ignore the error and performed the download flawlessly after that.
If anyone has been able to get Moneydance to ignore the error and download the transactions in spite of it, I would be grateful if you could describe how you did it.-

I've done as you suggested many times and in different orders. For example, I've downloaded the transactions, re-recorded them so that I now have duplicates, then download again, and they still appear. I can download them, record them, delete the old ones, and when I download again, they still appear. No combination of downloads and deletes in any order has prevented these transactions from reappearing.
The only thing I see that looks a bit irregular is that the action code in the downloaded transactions box appears as "buymf," but once recorded, it shows up only as "buy."

Duplicate transactions resolution?I remember seeing this issue in the old forum, but don't recall it being resolved, so I figured I'd bring it up again.
I have one account (Fidelity NetBenefits) that does not recognize that downloaded transactions have already been recorded. Nothing I do seems to prevent the same four transactions from being downloaded. Moneydance won't even see them as matched transactions. Only the "New Transaction (No Match)" option appears in the drop-down list.
