First step is to connect your Twitter account at https://secure.mento.info/account/ser...
Once you did that, you can post links directly to Twitter by sending them to "Twitter" with the Mento Sharing Box. That will post a status update to your Twitter account: If you include a message when you send the link, the format will be [message] [tinyurl]; without a custom message, it's [title of the page] [tiny url]
In addition, you'll have a number of options for receiving Mento updates via Twitter (they're sent as direct messages). You can get notified when friends click on your links and more. All configurable at the Mento/Twitter service page that I linked to above.

To be or not be -- great question :)
The answer should really be: you decide! Mento is not there yet, but you can expect that it will be possible to customize the layout of your link page in more interesting ways. Right now, the only customization is your color and icon -- a bit simple, but it's a start.
If you have ideas on what we should add first with when implementing more customization features, definitely let us know!
