Time for CDN Configuration Changes to Propagate

How long does it take for VoxCAST (on demand) configuration changes to propagate throughout the CDN? I've noticed that I can make changes through either hAPI or the CDN portal, is there any difference between the two?

Both my colleague and I got a "oops we're having server issues" message. It seems like a brief hiccup, as it's now working. But since I've been using this for a few days, occasionally there are 'hangs' or timeouts which seem to be load related.
