Apologies if this one's been done already. When I type, things that you'd think would be activated (?) as tags aren't (such as 'cat' 'fish' 'cathedral' or whatever).

We use a service that Yahoo provides to create the search links. It's not specifically tied to Flickr, it's a general service for extracting "significant words or phrases" from text. We don't have any control over what words and phrases it chooses. It's the only service of its kind that we're aware of, so about all we can do is try to pass on feedback to Yahoo.
Of course you can always search for whatever you'd like via the search box at the top left of the page. There's also an undocumented feature in photophlow which allows you to search by double-clicking a word in chat. It's not an officially supported feature for now because it only works some of the time, but you may want to try it out.

The Term Extraction service is limited to 5,000 queries per IP address per day.

Inappropriate?Yes, that's it - the search links are enabled some of the time but the limit is based on the number of queries we've made in the last 24 hours, so it comes and goes. Lately it hasn't been working most of the time because we're going over the limit quickly. We're working on getting Yahoo to lift the cap for us. This looks promising, but nothing definite yet...
