New message notification uses MIME encoding
The new message notification looks weird for non-ASCII senders, showing MIME-encoded names instead of using the "local" (Latin1 in my case) encoding.
The same address looks fine in the Contacts view, Address Book, and (apparently) everywhere else.
MIME encoding should be hidden from the user whenever possible.

Is this the animated notification on window or a growl notification on mac os x?
and is it the sender's name that's not correct?

It's the "yellow bar" notification between the message list and the message view panes on Windows (I didn't notice whether it was animated or not).
The sender name is not correct. -
