Switching between plain text and HTML as default format seems broken
I switched my account to use plain text composition as the default ("Account Settings > Composition and Addressing > [untick] Compose in HTML format").
This worked as expected - when I went to compose a new email the formatting menu and toolbar were gone. I then realised that there was no way (that I could see) to switch back to HTML format on a per-message basis (this would be a great add, incidentally!), so decided to switch back to HTML as the default.
Now when I compose a new message the format menu is there, but disabled, and the toolbar is still gone. I can't add formatting to the message, and although the font has changed back from a fixed-width one, the test email I sent is still in plain-text format.

You can do this by doing shift-reply, shift-new message, etc.
The shift key + clicking the reply/replyall/new message button will bring up a compose window in the opposite format of your default setting.
For your specific bug about not seeing the format bar now that you are back in HTML mode. Go to the View menu and try toggling the Formatting Toolbar menu item to see if that brings it back for you. -

The shift-click compose tip is very handy. Unfortunately it's uncovered what I think is another bug: After shift-clicking to send a plain text email where HTML is the default (which works fine), the formatting toolbar is then hidden for all subsequent HTML (non shift-click) compose. The "Formatting Toolbar" item it is ticked in the view menu, although clicking on it the item does bring it back (the tick stays). The setting (i.e. toolbar visible) is then remembered until next time a plain text email is composed.
- This is also the case if shift-click composing HTML email from a plain-text default: the toolbar is ticked in the view menu, but doesn't appear until toggled.
I tried this out in Thunderbird, and it doesn't seem to be a bug there.
