Tagging

Is tagging user-dependent? For example, can I see other readers' tags and vice versa? If not, is there a particular reason for this? If not, I would like to be able to see how other people tagged books I'm reading. I love serendipitously coming across books to read. (that's the joy of going to a bookstore).
