Have Rescuetime Punch-in let users capture their work-phases!
Punch-in option to determine how much "work" was done of each "phase" punched-in. So you can know when a worker tells you "I spent 3 hours doing that -design-" you can see the real work "e.g. 2.3 hours out of 3 were really work" ;)
