Why does 101 North traffic always slow down after the Vermont exit, then speed back up?

Inappropriate?The Wisdom of Crowds has a great explanation of why traffic congestion occurs [see http://www.guyccook.com/book_reviews/...] and I imagine this location causes some people to break at a higher rate, a behavior that cascades through the following traffic to create a negative feedback loop. Once those drivers regain their composure they start driving at a more stable rate and the traffic speed normalizes.
Just a bit of hypothesizing for you on this rainy Saturday morning.

Inappropriate?This happens underneath Highway 92 on both 101 North/South, as well. SO annoying, since for the life of me I cannot understand what people are breaking for in the first place (to start the cascade.)
