Today 1.3.1 Beta 1 - Time Zone Fix

There is an issue in Today 1.3 with relation to the upcoming time zone switch that is affecting anyone who is falling back. Today 1.3.1 will address this issue as well as a sorting issue identified in the 1.3 release.
