HTML character entities not handled correctly?

I sen this tweet through twhirl:
"Comparing 07 -> 08 with GAnalytics: 800x600 23% ->11%, Dialup 2.6% -> 1%, IE6 64% -> 24%, Flash none/6/7/8 19% -> 1% ...Hurray for progress!"
which is 140 characters even (without quotation marks)

When added to twitter, it became this:
"Comparing 07 -> 08 with GAnalytics: 800x600 23% ->11%, Dialup 2.6% -> 1%, IE6 64% -> 24%, Flash none/6/7/8 19% -> 1% ...H ..."

That is, the greater-than signs were changed to proper HTML encoding (& g t ; without spaces). It seems that this either shouldn't happen, or should be indicated in twhirl's character count (by counting greater-than signs as four characters, for example).
