Adding a new place didn't round-trip my tags on error, and could guess country.

Entering a new place, "Food Carts SW 4th & Hall", I entered several tags, but forgot to set the country. Two problems:

- This happens every time I enter a new place. You've got a static list of states - you could set the country my state is in if there's no ambiguity...
- When I was returned to the add-place page with the error message, the tags I'd entered were gone. (I added them manually after creating the place.)
