In answer to your questions:
- I'm not sure what the absolute maximum limit is for comments, but I do know that you can submit at least several pages worth of data.
- The timestamp of a comment is based on when it is submitted.
- The order of comments is based on timestamps.
- If a blog owner moderates comments there should be a message at the time of submitting the comment. This keeps the comment in an unpublished state. The blog owner may at any time choose to publish it, keep it unpublished or delete it and there is no way to notify the commenter as there is no 'rejected' state.
