Let blog owners manage restrictions individually (or TypePad create a fourth account type)

Let blog owners set the restrictions on guest and junior authors. I really would like to have my contributors add images/video, do everything they can; I just want to make sure that I get to push the final button. I don't want to be adding in images and video myself; I just want to edit and do the final publish.

Maybe even just create another category if individual settings is too much work that's a bit less restrictive than the current Junior Author category.
