Possible to use Skyhook Wireless without active internet connection by downloading city database?

I believe that an active internet connection is required to reference the MAC Address of a nearby wireless network against Skyhook's database, however I've noticed that Google's 'My Location' is still able to determine my position at times even without me being connected to the internet.

This probably means that some of the MAC addresses and their locations are probably cached somewhere so it's still able to find me. Is there any way to download the database of all the MAC addresses in my city from Skyhook? That way I would be able to find my position all the time even when not connected to the internet.
