why my third online number is not activated yet?

I have an unlimited world susbcription.
I had two online number activated out of 4 avaialable ( one as a voucher )
I added one today a 714 areacode. It should be free as part of my unlimited world. However it shows processing 19 days.
I do not have to pay anything so why is it taking this much time
pls help
