Hourly quota for messages

When I am trying to send messages toi other contacts/users using the private message Or the Messages I cd not do so. Instead I got a message to the effect that I hv 'exceeded my hourly quota'. Now, what is that?!
I can understand you guys wanting to prevent spam and other bots playing havoc. But instead of denying the service straight away, you can possibly ask us to run a 'r u a human' test.
I happen to work in fits and starts and so it is possible i look at a a lot of slideshows within a short period and then message/share etc.
At least the next best thing wd be to let the contents of my message stick on (like Draft in Gmail) so that I need not retype (what a hassle, that is!) the whole thing.
I ll appreciate some help in this matter.
It wd also help if you publish/pop up your policy in such matters.
