ACH taking Longer than 2 days -Complain to the Transfer Originator Questions

I read in a Wall Street Journal article and an on line response a paragraphs that said "If the transactions take longer than two business days, complain to the bank where the transfer originated. Nacha doesn't regulate how long a bank can hold onto a deposit "pulled" from another bank to be sure the funds are there. But it does have rules, and can assess fines, if funds "pushed" from another bank aren't credited quickly."

MY QUESTION IS IF
If I log onto my SmartyPig account and I Hit the "ADD TO" my Smarty Pig fund button and initiate funds be drawn from my Alaska financial institution to be transferred TO my Smarty Pig Account,

1) IS Smartypig the "bank initiator as defined by the WSJ article since I initiated the transfer from Smartypig?

2) In the I log onto my Smartypig account and click ADD TO scenario, are funds being PULLED or PUSHED into my SmartyPig account?

3) In the I log onto my Smartypig account and click ADD TO funds button scenario, if the funds are PUSHED from Alaska into my SmartyPig account, what are the NACHA minimum and maximum hold times Smartypig can hold my money (not paying me interest) before depositing the funds into my account? And, what is Smartypig hold time for PUSH funds?

4) In the I log onto my Smartypig account and click ADD TO scenario, if the funds are Pulled from Alaska into Smartypig and there is no NACHA hold regulation for Pulled funds, what is Smartypigs Pulled Hold time policy?
