Question about wording in reaching goals.

For example, when the site shows:

Meet this goal by: March 2009

Does it mean the goal will be met by the time March comes around (before it starts), or by the end of the month (because of the last contribution in March)?

If the latter is the case, I would suggest using either the phrase:

Meet this goal by the end of: March 2009

or

Meet this goal in: March 2009
