I want to preface this by saying the Layout Manager is fantastic. Opens up a lot of options for network owners.
Here are a few issues I came across and some opinions on design:
1) The resize grabber doesn't always show up between columns E and F. I'm unable to say what the pattern is for when it shows and when it doesn't.
2) Double-clicking on an editable widget in any section besides E and F won't bring up the edit dialog window.
3) The visual representation for stackable content in each section is inconsistent. B, C, D, G, H, and I stack widgets horizontally while A, E, and F stack them vertically. I understand the latter group will contain the most common use case for widget stacks, but why not use the same standard?
4) Custom HTML, iframe, etc. widgets should display the label assigned to the widget, if available. Right now you have to open the widget edit dialog window to figure out what that widget was.
5) The already documented navigation tabs bug where tabs will reorder themselves.
6) When you try to drag a tab past what's visible on screen, the tabs don't scroll. It should behave similar to how the sections with scrollbars work.
7) Is the footer represented in the Layout Manager? I feel it should also be customizable here.
8) Section G, H, and I are flush with each other and the footer. Is there a reason for not giving these similar margin treatment as the others?
9) Section I spans the whole width of the browser. In this case, I'd want it to be the same width as the rest of the content, but in the future I'd definitely want to see the ability to define widths for the whole site as well as for each section. Also would be nice to be able to move sections (like moving Section A from left to right side via WYSIWIG).
