Confusing Layout Manager Issue

Okay, when you are adding tabs in the Layout Manager, you can add a sub-tab while you have a sub-tab selected. However, once you have initially created the tab, it doesn't show up any where in the layout manager:


However, when you have that tab selected on your network, the tab you added shows up as another sub-tab beside the current... but only if the sub-tab that was selected while creating an additional sub-tab is selected:


This creates an obvious problem: how to delete the accidentally created sub-tab of a sub-tab when it isn't accessible via the layout manager? I know it's simple to hide it using CSS, but this seems like it is a step that ought not to be necessary, in the first place.
