Sorry for taking so long to reply (its a weekend where POTI is, and they are celebrating Stevo's arrival). So I'll take a few guesses..
There are likely a few good reasons:
1) Firstly, features such as watched folders wont work in Windows 2k. Windows 2K didn't provide an efficient means of doing so, and never will. It doesn't make sense to support a filesystem that will never support many features.
2) The audio backend (Gstreamer) doesn't seem to load in windows 2000. Songbird switched to Gstreamer post 0.7Beta because it had many benefits.
3) There aren't many Windows 2K computers still around. Windows 2K was released in 2001, and many users jumped from Windows 9x to Windows XP. Since Windows 2000 is so old, and so different in areas, it would need a good chunk of Quality assurance time. Doing so would lead to every other platform being buggier though potentially. Its a tradeoff. Because Songbird supports so many platforms, there probably simply isn't time to support the handful of users who are using ancient versions of an OS.
4) Its not really the audience Songbird is targeted at. Most users with a 9 year old OS, use their computer because they need to, not because they want to.
What unofficially seems to be working on win2K

You can't use the 1.x series because the sound wont work, but 0.7Beta used a different backend, so it can unofficially work (and work quite well). However, there are some caveats:
1) You may be offered feathers which don't work.
2) 0.7 was a beta/work-in-progress, so funny stuff happened (not HAHA funny, just arrrg funny). That being said, it didn't crash for me the 5 mins I used it, and heard some sweet tunes.
3) You may be offered extensions that don't work. This is because you are using an ancient version of Songbird, and developers assume you are running at least Windows XP. The LastFM extension seemed to install and work (didn't try it properly though). You have nothing to lose regardless, and if you run into serious issues, you can create another profile anyway
4) You may have to scroll to C:\documents and users\name\Desktop, not use the direct desktop link when importing.
5) Its TOTALLY unsupported from so many angles..

If you really want to give it a go, you certainly can. I did and I'm still alive :D Not sure if its the best option for you or not, but its an option.
