HELP? Can't even sign in: "firewall blocking Internet connection (error 117). change proxy settings" done it - no difference!

I know that there are help topics on this already but I have tried all of the suggested replies so:

I have a Windows Vista and get this message when I try to sign into Spotify:

A firewall may be blocking your Internet connection (error 117). Additionally you could try to change the currently used proxy settings

I altered my firewall - even ended up turning it off to see, changed my proxy settings, altered my password, etc. and it still won't let me sign in?

I am on a university system - but no one else here has trouble with it?????
