Using Premium outside the 'Free' countries

I am (was) a spotify free user outside of the countries available for a while. A free days ago I was deactivated (I knew this would happen eventually, I am not upset). However, I want to pay for spotify Premium. I haven't seen in the faq this case: "Paying for premium outside the 'Free' Countries".
If I pay the 12€, will I get Premium everywhere in the world?
