It's not rolled out yet. Otherwise you would have seen it. :) (See official reply further below!) -
I see something in the client which says online or offline depending on the situation, but no new menus to sync playlists or to actually go offline.
Maybe the functionality is in the client but they need to enable something on your account or roll out new code to the servers at the backend for everything to start working?
Anyway, it would be nice to get some comment here from Spotify. -
