Currently, we have 3 levels of "Risk", Low, Medium, and High. We need more levels...
Very Low Risk: 0-10% of failure.
Low Risk: 10-30%
Medium Risk: 30-70%
High Risk: 70-90%
Very High Risk: 90-100%
Because if you think about it right now, what is "Low" vs. "Medium" vs. "High"?
Low: 0-20%?
Med: 20-80%?
High: 80-100%?
