Assuming the player in question hasn't gone Elite yet, his spymasters have a multipler of 200%.
39455 - 1 = 39454 (subtract the 1 you start the game with, item-less)
39454 / 2 = 19727 (divide by 2, the spymaster multiplier, making the assumption that the player in question has equipped all his spymasters evenly with the best items he can afford)
19727 / 225 = 87.675555
So, the estimated average attack value of items equipped by his spymasters is 87.67 - a few points under what the M107 Sniper Rifle gives, so it's a safe bet he's got most of them equipped with that, perhaps some AW/Magnums as well.
