Liquid Assets & Timer have Disappeared

I know longer have any value in the liquid asset field and the timer has disappeared.

This means I am unable to make or spend money by:
a) completing tasks (although experience & proficiency still go up)
b) trading black market items
c) selling or collecting revenue from safehouses
