Transfer Cell Leadership

Please implement a feature in which the current founder/leader of a cell can easily transfer "ownership" of that cell to another Spymaster as opposed to forcing the cell to close completely. It takes a lot of work to create, recruit and organize a cell - not just from the originator, but members as well.
