fraudtool.win32.agent.dx
VIPRE scan has repeadely identifed fraudtool.win32.agent.dx as rogue security software and quarantined it but it keeps re-appearing. I suspect this is causing a problem that has deteriotated to the point that I can now only access the internet via safe mode in spite of using system restore several times. I get a warning from Widows Securtiy center that my firewall is off but all attempts to turn it on produce warnings that it cannot be accessed due to an unidentified problem

Thank you for posting your question.
Have you tried to run a Deep scan in windows safe mode to try and remove it? Only basic windows processes start up in safe mode, which can help Vipre better remove a threat that tries to hide itself.
