My ipodiPod number or codeblocked and wontwon't let me malke an account

I bought my iPod touch from my friend and he said he got his tapulous account blocked and now I can't make one for myself because he said the devise code or number whatever is blocked so I can't make one so it there any way Ivan get it unblocked pls HELP!!!!
