I'm confused. I have 2 workflows, one feeds the subject of an email through tinyURL and on to Everrnote and works, and one misses out tinyURL and doesn't work.

It would be great if you could send us the ID of both workflows: the one that is working and the one that isn't.
Without more information it's difficult for us to track the problem and possibly come up with a solution.
