If you have new tweets in your time line, saved search(es), groups or @replies, you should see a blue dot next to the corresponding link in your left nav or a "refresh" link at the top of your time line. If you're not seeing one, you might not have any new content to view.
You can also click "home" from your left nav anytime you want to refresh.
