Did the strap material change? (Stiff vs soft/supple)
Did the strap material change, say between 2000 and 2007?
I have two Timbuk2 bags, one a "Peewee" in Cordura that I bought new in 1999 or 2000 (I think). The other is a Classic Messenger, medium, in ballistic nylon, that I bought used a few months ago - I think it's only a year or two old. The Peewee has a nylon strap that is very soft and flexible, and it was always that way. I was surprised when I got my Classic and the nylon strap is a bit thinner and much stiffer, so much so that I found it downright uncomfortable without a strap pad.
Did you guys actually change your strap material/design or is it just me? I like the strap on the Peewee much, much better.

Inappropriate?Sounds like you may have gotten one of a small a run of bags that made it to market in 2007. They all had straps that were too stiff. I'd contact customer service if the bag is unusable.
As for Peewee vs the current bags, yes, straps have gone through a few changes, but the strap pad should be a nice option, not feel like a necessity.
