Tough tek strap less padding than ballistic one?

just curious? anyone have experience with this? i bought the tough tek strap with my recent bag and unless i'm imagining, it seems to cushion significantly less than my old (really old: ie, 10 years) ballistic pad. i like the "stickier" aspect but may be moving back to my old one for comfort purposes when my large messenger bag is loaded down.
