Time Warner Cable Internet - their contact form is a 404!

I use TW cable internet b/c it's my only choice where I live. Their performance is so substandard lately, that I am trying to contact customer service to troubleshoot. I pay for elevated speed, yet I am barely pulling down at 500/k. When I visit their customer service page, I am pushed to call them, which is basically hell and they know it. I opted to try and use their form linked from http://www.timewarnercable.com/nynj/c... today. The link goes to https://www.twcnyc.com/index2.cfm?c=c... . The form *never pulls up*! How can a company be SO bad a service and not have an online ticketing system?@! I am so frustrated with their service. I would pay more for a better alternative in a heartbeat.
