What's the difference between Toggle desktop and the Timer widget?
I'm using the timer widget but curious what toggle desktop is that the widget is not? I'm especially curious if there is a way to use either of the tools without being connected online?

Inappropriate?Hi. Offline mode is currently not implemented on neither of them. However we are thinking about implementing this functionality in the near future.
The widget is basically the same as the timer on the web, the difference is in the container. If the web timer sits on the website then the timer in the widget is contained in the Adobe AIR frame, which allows it to be run in the system tray (no browser window needed). AIR can be used in Linux, Mac and Windows.
Toggl Desktop on the other hand is totally written in .NET technology, so it's currently Windows only. It presents the autopilot feature. The autopilot basically studies the applications you use when tracking tasks and gives suggestions on which projects to track. The suggestions are based on the studied data. Try it out and see how it works!
