why does amtrak makes bad decisions?

Why does the capitol corridor terminate most weekday trips at Sacramento (trips going east), and Jack London Square (trips going West)? it would make more sense to have all westbound trains terminate at San Jose Diridion [for Caltrain, VTA, and ACE], and all (except the zephyr and daily trip to ARN) eastbound trips terminate at Roseville.
