Every now and then, when I send text messages via the site, the official footer is attached to my message:

What are the parameters that trigger the footer and is there a way that I can turn this off (possibly by paying 2.5 cents extra per message) ?

Inappropriate?When there is unused space at the end of an SMS we fill it with a small viral ad for the site. It only appears when there is space for it so you are not charged extra for it.
