You could use the Carousel RDA feature to trigger the creation of a new Alert bulletin based on whatever you'd like, including Amber alert information. It does require someone to write some code to control it, but it is extremely powerful.
Information on the protocol can be found in the Carousel Manuals, specifically, in chapter 19 called "Remote Data Adaptor."
