Audio Sync on VSX

I am downloading completed .avi files from Adobe Premiere Pro to our VSX server. The audio/video are in sync when downloaded, they are in sync when played back with Media Player from the VSX, but when sent through over Cablecast (through Leightronix Mini-T) the audio and video are out of sync by 1 second.

The Sample Tightrope Media music video plays fine in the same situation. What is problem?

I am having an audio sync problem as well. Our problem is with live broadcasts that are being encoded at the same time and in play back the audio and video are out of sync.
