Bumping (length of interstitial) after CG Exempt programs

I have an interstitial length of 20 Seconds. When I send autopilot the system adds a 20 second gap after each exempted program, therefore bumping other programs by 20 seconds. Its causing a lot of extra work.

Does the interstitial come before or after s program?
