Monitor Control Changing Hex Code

Hi, We are setting up Carousel monitor control.
It is saposed to be controling a Samsong LCD TV.
It was not working so we ran a program on another pc to see what was being sent.
When we insert the hex AA11FF0101120D (power on)
the monitor control sends out 0A010F00000100
When we insert the hex AA11FF0100110D (power off)
the monitor control still sends out 0A010F00000100
if we use a another program to send hex over the rs232 it sends the right code..

Anythoughts?
we have all the baud rates and everything set right.
