You could display a YouTube video by using something like Mpeg Streamclip:

to download the youtube video and upload it as a bulletin.

Inappropriate?Thanks, Ray. Are any bulletin templates available that have this "web picture" block? I downloaded a set yesterday from "Public Downloads", and I don't see any.

To tell the truth, I honestly don't know. We haven't updated our bulletin packages in a while in part because we are moving to all custom templates. You could probably modify an existing template to include a web picture block. There is a training video on the template editor here:
