The API Limiter has been removed.

The API Limiter has been removed. All users will now follow at max 5 other users per following round in our queue. We did this because members with high following rates would skew the growth of the system and also get angry when their following to follower ratio was way off.

With the new limit in place the network will grow a bit slower but much more evenly.
