The pictures (image) of some of the tweet authors that I am following have a translucent green color over them. (see example) 
This just started about a week ago, and certainly doesn't happen for all authors, but does on 3 or 4 of them.
Is there a way to turn this off?

The reason people are having green overlays on their avatar has nothing to do with Twitbin. In fact people are changing their avatars to have a green overlay in order to show support for the people in Iran. See here: http://helpiranelection.com/ .
